The School of Public Administration, Renmin University of China, the American Society for Public Administration and the Chinese Public Administration Society will jointly organize the Third Sino-US International Conference for Public Administration in Beijing, P. R. China from June 8-9, 2006. The conference will take place at Run Run Shaw Conference Center, Renmin University of China.
Renmin University of China (RUC) is one of the national key comprehensive universities that focus mainly on social sciences, humanities, economics and management in China. For over half of a century, RUC has been an important base for training civil servants and senior managers on administration and government management.
By bringing together the academic disciplines, departments, and institutes that have a focus on public policy and public affairs, the School of Public Administration was established in June 2001, and composed of three departments, seven institutes, and ten research centers. Thus, it provides the most available options for students in China. In last four years, the numbers of MPA students in Renmin University ranked No. 1 in China.
The first two conferences, in 2002 and 2004, received broad attention in the Public Administration community both at home and abroad. More than 300 scholars from China and foreign countries attended. The international representatives at these conferences came from the US, Australia, Korea, Japan, etc. The Conference Proceedings for the 1st conference have been published by the Renmin University Press, and the Conference Proceedings for the 2nd conference have been edited and will be published in America soon.
 
The Third Sino-US International Conference on Public Administration will focus on the following sub-topics:
1. Theory basis of public service-oriented government, with particular
emphases on components, institution frames, administrative ethics, etc);
2. Policy choices of public service-oriented government (with
particular emphases on experience and policy innovation in China);
3. Performance evaluation of public service-oriented government;
4. Citizen participation within public service-oriented government.
Although a preference will be given to papers related to the above four sub-topics, other papers in all fields of public administration will be considered, and panel proposals are welcomed.

Please log on www.mparuc.edu.cn, register on-line and submit an abstract of no more than 600 words no later than Mar. 1, 2006. A formal invitation will be sent before Mar. 10, 2006, and in the case of co-authored papers the first author for each paper will be given priority as an invitee. The deadline for completed papers is Apr. 30, 2006. Those papers cannot be published in the conference proceedings if they are not submitted on time.
 
The School of Public Administration, Renmin University of China will provide 3-day hotel charges (the night of June 7 to June 9, 2006) (including breakfast) and meals during the 2-day conference. The participants will be responsible for their own international and domestic travel as well as other expenses.

Dr. Marc Holzer, former president of ASPA and Director of ASPA’s US/China Public Administration Secretariat, will lead the delegation. Dr. Mengzhong Zhang, the Associate Director of ASPA’s US/China Public Administration Secretariat, will coordinate the participation of American and other international scholars to attend the conference.
