Project title: Converting Crisis into Development Opportunities

Presenter: Prof. Zbigniew Bochniarz, Evans School of Public Affairs, U. Washington, Seattle, USA & U. Warmia & Mazury in Poland

The current worldwide economic, social and environmental crisis calls for NISPA to support schools of public administration (SPA) in their effort to nurture creative and innovative approaches to solve this problem by producing new intellectual capital – both human and social. Attempts to use old approaches to resolve the crises delay resolution exacerbate the crisis and waste public resources by defending the past instead of investing in the future. To overcome the crisis, there is a need to assess and mobilise local resources and create value propositions that can attract investors. This approach is taught by the Microeconomics of Competition (MOC) programme adapted from M. Porter (Harvard Business School) by 37 European universities and could be easily adapted to joint programmes at CEE SPA for executives.   Implementing of MOC requires a partnership of academic, governmental, business and non-profit organisations. It enriches curricula of competitiveness and cluster concepts, builds new human and social capital, and helps turn the crisis into a development opportunity.

 

Project title: Citizens’ Perception of the Public Services and Assessment of Their Satisfaction with Public Services Delivered

Presenter: Artashes Arakelyan, AdInfoSys Management Institute, Armenia

The proposed project is aimed at making public services’ delivery more responsive to the needs of individuals and local communities; first, by holding municipal bodies and service providing entities publicly accountable for the quality of management in their jurisdictions; second, by building public awareness of the public services provided; by ensuring the transparency of  the decision-making process, allowing greater participation of citizens, and other relevant stakeholders through building the instruments for measuring the level of citizens’ satisfaction with the services delivered; by conducting a well-focused independent assessment of the basic public services provided to the population of the country using citizens’ feedback, benchmarking service standards, analysing key performance indicators, and creating an independent database, which will help to measure the performance and progress made towards the established targets over time.

 

 

Project title:  Development of on-line training courses

NISPAcee has been invited by UNDESA, New York, USA to co-operate on the development of on-line training courses, which would be available for interested individuals world–wide via the NISPAcee and UNPAN (United Nations Public Administration Network www.UNPAN.org) websites. UNDESA will provide the necessary software for the development of e-learning courses and NISPAcee is looking for institutions and individuals who would be interested in developing the substance of training courses. Proposals for development of specific on-line training courses are welcome for discussion during the Fair.
