1.2 Master of Public Administration (MPA)

Curriculum

The MPA degree in Public Administration is a professional degree. The master's program lasts two years, during which time a candidate for the MPA degree must earn eighty credits. Credits are divided in the following manner:

60 credits for master's studies, including 20 credits for internships

20 credits for a master's thesis or project.

1.3 Master of Arts in Public Administration and Social Policy - MA

Curriculum

The MA degree in Public Administration and Social Policy is an academic degree. The Master's program lasts two years, during which time a candidate for the M.A degree must earn eighty credits.

Credits are divided in the following manner:

40 credits for master's studies, and

40 credits for a master's thesis

As a rule, a candidate for the MA degree must have at least three months practical experience in civil service or international organisations. Electives (min 4.0 CP) may be chosen from among the disciplines taught at the corresponding level at the institute or in the department. At least one examination must be passed.

Special courses may be pursued (min 4.0 CP) according to the supervisor's recommendation. At least one examination must be passed. Participation in scientific seminars and preparation of presentations and reports - up to 4.0 CP.

Practical training suggested by the supervisor must include at least fifty hours of lecturing per academic year. The calculated volume of practical training is 3.0 CP. Applicants for MPA and MA programmes should have at least twelve months' work experience in a public institutions or an international organisation.

Master's Dissertation

The master's dissertation must present a fresh approach to a speciality related issue in a manner that is superior in content and volume to a graduate thesis written at the end of five years of study at Tallinn Technical University.

Total volume of master's dissertation in MPA programme is 30.0 CP; in MA programme it is 40.0 CP.

At least two individual specialised courses are selected according to the supervisor's recommendation. Students are expected to participate in seminars, prepare presentations and reports and to write course books and articles on the topic of the doctoral thesis. A minimum of fifty hours of teaching practice per academic year is required.

Conditions of Completing Doctoral Studies

The total volume of studies for doctors is at least 40.0 CP and for doctors of science at least 34.0 CP. PhD students must submit their doctoral theses and pass a doctoral examination according to the requirements established by Tallinn Technical University.
