UCA Public Policy Centre
The University
of Central Asia (UCA) is establishing a Public Policy Centre (PPC) to generate, disseminate and promote the
application of knowledge for the development of the countries of Central Asian
region and their societies. With an initial thematic focus on issues of
regional cooperation, the
PPC will engage regional and international stakeholders in a wide range of
research, dissemination and professional development activities. UCA is seeking to fill key positions of PPC Director, Project
Coordinator and Lead Researchers commencing in August 2011.
PPC Regional Cooperation and Confidence Building (RCCB) Project
An inaugural initiative of the UCA Public
Policy Centre, the Regional Cooperation and Confidence Building Project (RCCB) will build the capacity of selected public
servants in Tajikistan, the Kyrgyz Republic,
Kazakhstan and Afghanistan to
access and formulate analysis to inform and strengthen their governments’
ability to confidently advance regional cooperation agendas. The project will achieve this objective through (i) the establishment
of a focus on regional cooperation as a thematic research area of the Public Policy Centre (PPC);
(ii) the design and delivery of a seminar for selected public servants drawn
from the four participating countries, and; (iii) the hosting of a forum on
regional cooperation for seminar participants and a wider audience of
stakeholders involved in regional cooperation initiatives in early 2013.
Summary
of Positions and Key Qualifications:
(1) PPC Director – Based in Bishkek, Kyrgyz Republic, the Director will refine and lead the implementation of the Centre’s
five-year strategic plan, oversee the development of the Centre’s research agenda, and establish long-term research partnerships with national, regional, and
international institutions. Key qualifications include a PhD (or equivalent) in Economics or another
relevant field and eexperience in the strategic
development of a research institution.
(2) PPC Project Coordinator – Based in Bishkek, Kyrgyz Republic, the Project
Coordinator will be responsible for management of all aspects of the RCCB project, in collaboration with UCA, Aga Khan
Development Network (AKDN) and regional and
international stakeholders. Key qualifications include: PhD or MA
(or equivalent) in Economics or another relevant field and 5 years experience in project management and policy analysis within an international organization, policy centre or academic institution.
(3) Lead Researchers (4) - Based in national capitals of Kyrgyz Republic,
Tajikistan, Kazakhstan and Afghanistan, the PPC Lead Researchers will: (i)
conduct analysis of national development strategies and opportunities
for regional cooperation, using secondary sources and structured discussions with national stakeholders (government, private sector, civil society), and; (ii) design and lead a seminar for selected public servants. Key qualifications include: PhD or MA
(or equivalent) in Economics or in a
field relevant to the thematic area of regional cooperation and regional economic development and four years policy research experience with an international organization, policy
institute or academic institution in one of the four countries of Afghanistan,
Tajikistan, Kyrgyz Republic and Kazakhstan.

The University of Central Asia (UCA) was founded in
2000 by the governments of Kazakhstan, Kyrgyzstan and Tajikistan, and His
Highness the Aga Khan, ratified by their respective parliaments, and registered
with the United Nations. Conceptualized as a regional university, UCA was
established to offer an internationally recognized standard of higher education
in Central Asia and prepare graduates to contribute leadership, ideas and
innovations to the transitioning economies and communities of the region. UCA
campuses are located in three underserved secondary cities (Tekeli, Kazakhstan;
Naryn, Kyrgyzstan; and Khorog, Tajikistan) close to the borders of neighbouring
states, including China and Afghanistan, with significant potential for
economic growth. Programming is also
offered through the University’s satellite Learning Centres in Dushanbe,
Tajikistan; Bishkek, Kyrgyzstan; Taldykorgan, Kazakhstan; and and programmes in
the Afghan Province of Badakhshan..

Continuing Education (the first operational program of the University); and an
undergraduate School of Arts and Sciences, and a Graduate School of Development
that will be launched when the residential campuses are constructed.

PPC will engage regional and international stakeholders in a wide range of
research dissemination and professional development activities to further
enhance the impact of the PPC’s research on policy formulation and
administration of public resources.
Main Duties and Responsibilities
▪Refine
and lead the implementation of the Centre’s five-year strategic plan;
▪Develop
and implement a medium-to-long term financial sustainability strategy including
funding for institutional costs and for discretionary funds to be used for
in-house calls for proposals in key research areas;
▪Develop
and implement a strategy for long-term research partnerships with national,
regional, and international institutions (i.e. universities and research
institutes);
▪Ensure
that the activities of the Centre’s advisory board support the objectives of
the Centre, and, when necessary, identify and recruit appropriate advisory
board members;
▪Align
the objectives and activities of the Centre with the strategies of other UCA academic
programmes to optimize synergies between research, programme development, and
practice within and outside UCA;
▪Facilitate
coordination between the Centre and the strategic planning of relevant agencies
within the Aga Khan Development Network;
▪Ensure
that relevant, UCA-hosted, international initiatives are contributing to the
goal/s of the Centre;
▪Oversee
the collaborative and strategic development of the Centre’s research agenda;
▪Supervise
Lead Researchers.
Required Qualifications and Experience
▪PhD

field;

10 years professional experience;
▪Strong
record of peer-reviewed and analytical publications;
▪Experience

program for public sector personnel;
▪Supported
by UCA administrative and logistics teams and working with key counterparts at
UCA and with the AKDN, organize and coordinate a regional forum to be held in
one of the four participating countries (TBD);
▪Ensure
timely completion of all deliverables, progress reporting, budgeting and
reporting on financial expenditures for the project.
Required Qualifications and Experience
▪PhD
or MA or equivalent (e.g. candidate of sciences) in Economics or another
relevant field;
▪Minimum
of 5 years experience in project management and policy analysis within an
international organization, policy centre or academic institution;
▪Good
record of publications or analytical papers;
▪Expertise
in and/or familiarity with issues related to international diplomacy and
regional economic development;
▪Strong
communication and representation skills;
▪A
strong network among academic, development, and donor organizations related to
regional economic cooperation, diplomacy and economic development;
▪Fluency
in English.
Desired Qualifications
▪Knowledge
of and experience in the greater Central Asia region (including Afghanistan);
▪Fluency
